Bill Rizzo

Bill received his Ph.D. in Resource Development from Michigan State University focusing on change management processes within community and organizational contexts. Bill has developed a strong reputation as an expert in deliberative approaches to local governance during his 20 years of service as a community development educator at UW-Extension in Dane County, and as a State Local Government Specialist with the University of Wisconsin-Extension’s Local Government Center, in Madison. Currently a Policy Fellow for WIPPS, Bill specializes in addressing issues in local governance and has consulted on numerous projects throughout Wisconsin including helping counties and municipalities conduct participatory budgeting, improve organizational communication, and engage stakeholders in productive problem-solving. His work includes the creation of an effective Public Participation Planning Tool that helps elected officials improve communication and strategy when dealing with highly sensitive issues.
