Jeffrey W. Todd
Jeff is the newest Policy Fellow with WIPPS. He recently retired after 43 years in health care, ending his career as Bureau Chief for Quality Management at the Illinois Department of Healthcare and Family Services. He and his team were responsible for the quality of medical care received by the state’s 3.3 million Medicaid recipients. For nearly a decade immediately preceding, Jeff managed an array of primary and specialty care clinics for Aspirus, a large integrated health system in north central Wisconsin and the Upper Peninsula of Michigan. He is a Certified Medical Practice Executive (CMPE).
Jeff served as public health administrator for four local health departments in Illinois between 1979 and 2004. He became the first chief executive officer of the Illinois Public Health Association in 1984, serving for over 10 years. He managed home health, mental health and substance abuse agencies in his early career.
