Paul Carver

WIPPS Senior Fellow and noted congressional scholar Paul Carver brings several decades of experience in public policy, from both the teaching side – as an adjunct faculty member at Virginia Tech – and also many years as senior adviser and legislative director to former Congressman David Obey. He has spearheaded the curriculum activities for the Washington, D.C. portion of Washington Seminar, and has led discussions with the students while they were in D.C.

Carver was instrumental in curating the Obey Center artifacts in preparation for the David R. Obey Civic Resource Center grand opening in 2014. In 2015, he  presented a WIPPS Public Issues Series talk on, “Back to the Future? Is Another Great Congress Possible?” He also wrote a book on the the most productive U.S. Congresses in history.
